Early and accurate planning is essential to avoid last minute, emergency or ill-planned procurement, which is contrary to open, efficient and effective, and consequently fair and transparent procurement. Such planning allows Business Units to organize their requirements into requisitions, to enable on-time delivery and to take advantage of economies of scale. A resulting requisition specifies to the Requisitioner, Buyer, Project Manager and Programme Officers, what is required and when it is needed.
